Middle East Technical University (METU) enforces formal institutional policies, gender equality plans, and unit-level Access and Participation frameworks addressing women’s applications, entry, acceptance, career progression, and active institutional participation. These measures operate across university-wide governance frameworks (METU Gender Equity Plan) and specialized research centers, exemplified by the METU MEMS Center Gender Equality Plan (2022–2027), which officially entered into force on 30 June 2025.
1. Institutional Framework & University-Level Access Principles
- Balanced Entry & Participation: METU maintains a relatively balanced gender distribution among female and male students across its academic faculties.
- Merit-Based & Gender-Neutral Procedures: Recruitment, entry, and appointment procedures across academic and administrative tracks strictly adhere to gender-neutral, merit-based criteria.
- Parental Leave & Career Break Protections: Under the METU Senate Decision dated April 21, 2021, paid and unpaid leaves due to maternity, paternity, adoption, long-term health issues, or force majeure count as eligible career breaks, extending maximum tenure/promotion limits to prevent career disadvantage.
- Capacity Building & Educational Modules: Mandatory gender equality training modules are integrated into the Academic Development Programme (AGEP) and Administrative Development Programme (İGEP).
- International Accreditation: METU is the first Turkish university awarded the European Commission HRS4R Excellence Award, embedding gender equality across all recruitment and employment procedures.

○ Out of 21 total managerial roles at the Center, 43% were held by women.
○ Research teams achieved structural gender balance despite operating within male-dominated Science, Technology, Engineering, and Mathematics (STEM) sectors.
- Continuous Monitoring: Designed as a living document, supported by gender-disaggregated application, acceptance, and enrollment records to continuously track women's access and participation.
