In 2025, METU informed and supported governments at several levels in developing clean-energy and energy-efficiency policy.

Local: Çankaya Municipality

Between September 2024 and April 2025, METU City and Regional Planning experts were members of the technical team that prepared Çankaya Municipality's Sustainable Energy and Climate Action Plan, which sets out the district's greenhouse-gas inventory and its energy and climate actions.

Regional: Ankara Development Agency

Through Solar PES, METU-GÜNAM works with the Ankara Development Agency and the Ankara Provincial Directorate of National Education on solar-powered, energy-positive schools.

National: Turkish Energy, Nuclear and Mineral Research Agency (TENMAK) and Energy Working Group of the Turkish Academy of Sciences (TÜBA)

  • METU-GÜNAM coordinates the Türkiye Photovoltaic Technologies Platform (TFTP), which links government, universities and industry on solar technology. At its workshop on 16 May 2025, attended by more than 130 participants, a session with the President of the Turkish Energy, Nuclear and Mineral Research Agency (TENMAK) and the R&D Director of the Ministry of Industry and Technology's HIT-30 programme discussed the role of R&D in Türkiye's national solar technology programme. In autumn 2025, METU-GÜNAM also co-organised, with TENMAK, the Ahiler Development Agency and GÜNDER, a workshop on the policy framework, economic model and feasibility of recycling solar panels in Türkiye, where its researchers presented recycling technologies, a business model and policy-relevant findings.

  • In 2025, METU-GÜNAM also carried out two strategic projects for TENMAK on solar-energy technologies and their applications; their economic, social and environmental impacts; global targets and the situation in Türkiye. Based on this analysis, the projects aimed to set out goals and policies and to prepare an action plan (METU-GÜNAM, 2025 Activity Report). TENMAK's President also sits on METU-GÜNAM's Board of Directors.

  • METU-GÜNAM's founder, Prof. Dr. Raşit Turan, is a member of the Energy Working Group of the Turkish Academy of Sciences (TÜBA), set up by the TÜBA Council in February 2017 to support national energy strategy and policy with roadmaps and solutions.

Framework of the TÜBA Energy Working Group (in Turkish): energy options – renewable sources, fossil fuels, nuclear energy, alternative fuels, and energy saving and efficiency – linked through energy storage, energy materials and smart grids, and underpinned by energy policy and strategy, energy economics, environmental policy and sustainability. Global: European Union

METU's Faculty of Architecture and METU-GÜNAM were partners in the Horizon Europe project UP2030 (Urban Planning and Design Ready for 2030), which supports the EU Mission for Climate-Neutral and Smart Cities and was completed in 2025 (METU-GÜNAM, 2025 Activity Report). The consortium developed urban planning and design approaches for climate neutrality in 11 cities; in Türkiye, METU worked with Istanbul Metropolitan Municipality, whose pilot area is Kadıköy.
