11.4.8. Planning development - new build standards
Middle East Technical University (METU) enforces strict sustainable design, energy efficiency, and environmental building standards across all new construction and infrastructure retrofit projects. Mandated by the METU Strategic Plan 2023–2027 (Objective O4.2), the official Energy Management System Policy (EnYS-PL-01), and its TÜRKAK-accredited ISO 50001:2018 Energy Management System certification, METU ensures that new structures and major renovations prioritize zero-emission building practices, smart lighting, thermal insulation, renewable solar energy, and water-saving technologies.
1. Certified Quality & Energy Management Framework (ISO 50001:2018)
- TÜRKAK-Accredited ISO 50001:2018 Certification: Since 27 August 2024, METU’s entire operational campus—encompassing education, research, cultural, sports, and administrative facilities—has been certified under ISO 50001:2018 by A'ND International Certification Services (Certificate No: T50001/68/2024, valid through 26 August 2027).
- Continuous Surveillance Audits (2025 & 2026): METU updated its EnYS documentation and successfully passed mandatory surveillance audits in both 2025 and 2026, maintaining active certification status (METU Department of Construction and Technical Works - YİTDB 2025 Activity Report).
- Comprehensive Campus Energy Inventory: In 2024, METU completed a comprehensive energy-using equipment inventory covering 160 campus buildings, establishing precise baselines for all new build and renovation energy performance models.
2. Statutory Binding Building Standards & Policy Directives
- METU Strategic Plan 2023–2027 (Goal G4, Objective O4.2, Strategy S1): Mandates the development of eco-friendly, healthy, safe, energy-efficient, sustainable, and smart campuses while preserving original architectural heritage. It explicitly establishes the mandate for "constructing new buildings to meet spatial requirements while preserving the original texture of the campus and aligning with Occupational Health and Safety (OHS), accessibility, fire, and energy legislation."
- Energy Management System Policy (Document EnYS-PL-01 - Published 16 April 2024): Formally codifies: "We select the products that are most suitable in terms of energy efficiency and support all designs based on improving energy performance."

3. Empirical New Build & Renovation Evidence (2024–2026)
In collaboration with the METU Energy Management Unit and the Department of Construction and Technical Works (YİTDB), all new building designs and major retrofits integrate smart sustainable engineering:
Osman Yazıcı Student Dormitory Retrofit (2025):
- Applied external wall thermal insulation (mantolama).
- Upgraded window systems to high-performance double glazing.
- Installed rooftop Solar Thermal Collectors for domestic hot water generation.
- Fitted variable-speed pumps to circulation systems to optimize HVAC energy draw.
High-Efficiency LED Lighting Conversions (2024–2025):
- Department of Chemistry (2024) and Faik Hızıroğlu Dormitory (2025) underwent complete LED lighting overhauls, achieving a ~52% reduction in lighting electrical power consumption.
Smart Building Infrastructure Criteria for New Builds:
- Passive & Active Energy Measures: Utilization of natural daylighting, external solar shading louvers, motion-sensor LED lighting, and automated climate control systems.
- Water Efficiency Standards: Mandatory installation of low-flush toilets and low-flow aerated taps across dormitories, athletic facilities, and staff housing.
