11.4.2. Promote sustainable commuting

Middle East Technical University (METU) actively undertakes multi-dimensional actions to promote low-carbon and sustainable commuting for students, faculty, administrative staff, and visitors. Guided by the METU Strategic Plan 2023–2027, the university restricts core campus vehicle usage through perimeter satellite parking facilities, operates a free fleet of campus shuttles integrated with real-time mobile tracking apps, expands Zero Emission Vehicle (ZEV) electric charging networks, and maintains pedestrianized campus corridors alongside micro-mobility infrastructure (bicycles and e-scooters).

1. Peripheral Satellite Parking & Free Campus Shuttle Operations

To limit internal combustion vehicle traffic in core academic and residential zones, METU enforces a structured peripheral parking scheme coupled with free public shuttles:

  • Perimeter Satellite Parking Lots: METU constructed designated satellite parking facilities at campus perimeters. Commuters park their private vehicles at the edge of campus and complete their trips using free ring shuttles, enabling a phased reduction of core parking lots.

  • Free Ring Shuttle Fleet (Taşıt İşleri Müdürlüğü - tim.metu.edu.tr): The Directorate of Vehicle Management operates a free campus shuttle service using 8 dedicated buses executing 48 scheduled trips daily.
  • Comprehensive Route Network: Covers distinct day, night, and weekend schedules, including the Turquoise, Green, Dark Blue, Purple, and Grey Morning/Evening Routes, seamlessly linking campus gates (A1, A2, A7), dormitories, and academic departments.

 2. Real-Time Digital Mobility Tracking Systems

METU provides commuters with real-time transit information to encourage public shuttle utilization over private driving:

  • Live Transit Portal (ring.metu.edu.tr): Features an interactive live map displaying real-time GPS locations, arrival estimates, and active route schedules for all campus buses.

  • METU Mobile Application (iOS & Android): Enables students and staff to track shuttle positions, view bus stop schedules, and plan pedestrian or cycling trips directly from mobile devices.

3. Promotion of Zero-Emission Vehicles (ZEV) & Micro-Mobility

METU actively incentivizes zero-emission and active transport modes across campus roads:

  • Electric Vehicle (EV) Charging Infrastructure: Since installing its first EV charging station in 2019, METU has expanded on-campus EV charging points to support electric car adoption among staff and students.
  • Micro-Mobility & Active Commuting:
    • Dedicated Cycling Infrastructure: Features marked bicycle lanes running parallel to main campus roads and secure bicycle parking racks stationed at high-density facilities (e.g., Central Cafeteria, Library, Lecture Halls).
    • Shared E-Scooters & Public Transit Integration: METU Ankara Campus connects directly to the city subway system (METRO). Academic and administrative buildings are within a 10–15 minute walking distance from the subway station, complemented by shared electric scooters and rental bicycles.
  • Pedestrianized Campus Alle: The central campus axis (Alle) and connecting arterial paths are permanently closed to private vehicle traffic, offering a safe, quiet, and pollution-free environment for pedestrians and cyclists.
