As a public higher education institution, Middle East Technical University (METU) enforces binding policies and statutory regulations ensuring that all outsourced, temporary, and third-party contract workers enjoy equivalent rights, fair remuneration, social benefits, and workplace protection as permanent personnel. This framework is operationalized through METU’s Academic Freedom, Integrity, Inclusiveness and Equality Policy in alignment with Turkish Labor Law No. 4857 and executed Collective Bargaining Agreements (TİS).

1. Statutory Guarantee of Equivalent Rights & Social Benefits

Under Turkish Labor Law No. 4857 and METU's internal financial payroll regulations administered by the Personnel Department (Personel Daire Başkanlığı - PDB), temporary, outsourced, and contracted workers are statutorily protected through strict equality measures:

  • Equivalent Wage & Payroll Governance: Salaries for both permanent and temporary/outsourced workers are processed on the 14th/15th of each month through official banking systems via the Ministry of Treasury and Finance Expenditure Management System (Harcama Yönetim Sistemi).
  • Mandatory Social Allowances & Premiums: Monthly time-tracking records (puantaj) systematically guarantee that outsourced and temporary workers receive all social benefits mandated under the Collective Bargaining Agreement (TİS), including:
    • Food/catering allowances
    • Transit/transportation support
    • Job premiums and performance bonuses
  • Statutory Bonuses (İkramiye): In strict accordance with Law No. 6772 and TİS provisions, outsourced and temporary workers receive regular statutory bonuses, securing purchasing power parity with core staff.

2. Institutional Commitment to Ethical Supply Chains & Non-Discrimination

METU’s Academic Freedom, Integrity, Inclusiveness and Equality Policy explicitly anchors equal treatment across all campus activities and supply chains:

  • Supplier & Contractor Standards: METU explicitly commits to "Opposing all forms of exploitation (child labor and modern slavery) in its suppliers and contractors" and "Ensuring equality in employment with regard to gender, cultural, and religious background."
  • Human Rights & Non-Discrimination: All third-party contracts require full compliance with international human rights standards, non-discrimination principles, and safe working conditions.
