13.3.3. Co-operative planning for climate change disasters

In 2025, METU took part in cooperative planning with local [and regional] government for climate-related disasters.

Local: Çankaya Municipality climate risk and adaptation planning (2024–2025)

METU City and Regional Planning experts were members of the technical team that prepared Çankaya Municipality's Sustainable Energy and Climate Action Plan (September 2024 – April 2025). The plan assesses climate hazards and vulnerabilities in the district – including past disasters, floods, landslides and heat—and sets out adaptation strategies for urban planning and municipal services.

Regional

METU takes part in the EU Partnership for Local Climate Action in Türkiye (EU IPA III, €7.5 million; METU's participation recorded from May 2024, project running until 2028), which is funded by the EU, implemented by UNDP and led on the Turkish side by the Presidency of Climate Change. The project produces high-resolution climate projections for the whole country and sector-level vulnerability and risk analyses, and uses them to prepare Local Climate Change Action Plans with the six pilot provinces of Isparta, Kastamonu, Antalya, Elâzığ, Ordu and Kahramanmaraş, while training local actors through workshops and guidance documents. Prof. Dr. Osman Balaban of METU's Department of City and Regional Planning is on the project team, and on 15 October 2025 he moderated the project's online media day on the Climate Law and local climate action.

National: roadmap for climate-related disaster risk with AFAD

In 2025, METU CLIMATE took part in the Search Conference on Reducing and Managing Climate-Related Disaster Risks, held by the Disaster and Emergency Management Authority (AFAD) with the Disaster and Emergency Technologies Platform (AFETTEK) and the TAM Foundation for disaster response. The conference set out to draw up a roadmap of steps for reducing and managing climate-related disaster risks and to build national and international cooperation among the actors involved; METU CLIMATE joined the half-day focus meetings with the other participants.

Ongoing capacity

The METU Disaster Management Implementation and Research Centre, set up in 1997 under a UNDP project to improve Türkiye's disaster management system, provides consultancy and training to national and local authorities.

The Centre also runs the annual Türkiye's Disaster Risk Management Roundtable. At the 27th roundtable on 21 February 2025 at METU, METU CLIMATE presented METU's capacity to support resilience against climate-related disasters, with reference to the national 2024–2030 Climate Change Adaptation Strategy and Action Plan.
