17.2.4. Collaboration for SDG best practice
Middle East Technical University (METU) demonstrates sustained international leadership in reviewing comparative approaches and co-developing global best practices to advance the United Nations Sustainable Development Goals (SDGs). Through strategic university networks, international policy dialogues, and multi-country research leadership, METU actively bridges scientific evidence, institutional policy, and regional governance.
1. Strategic Institutional Alliances and Global Policy Alignment
METU leverages international academic coalitions to benchmark and standardize sustainability policies across higher education and research ecosystems:
Network of Universities from the Capitals of Europe (UNICA): As an active member of this alliance of 57 capital-city universities representing over 1.5 million students, METU collaborates on cross-institutional sustainability strategies and global climate initiatives, such as UNICA’s joint global climate action activities surrounding COP26 (SDG 13, SDG 17).
UN Sustainable Development Solutions Network (SDSN): Operating under the auspices of the UN Secretary-General, METU collaborates within SDSN's global knowledge network to align academic research with the Paris Agreement and advance local-to-global SDG implementation frameworks (SDG 17).
2. International Research Leadership & Regional Best Practices
METU serves as a primary driver and coordinator of major European Union-funded multi-stakeholder research partnerships that generate actionable, comparative methodologies for marine ecosystems and the sustainable blue economy:
C-BLUES Project (Horizon Europe — EU-China Co-operation on Blue Carbon):
C-BLUES Project (Horizon Europe — Lead Partner / WP Leader, Grant Agreement No: 101137844): METU is a key academic partner leading Work Package 5 (Science-Policy Integration & Stakeholder Engagement) in this international consortium (2024–2028). Under the EU-China Flagship Initiative on Climate Change & Biodiversity, C-BLUES reviews comparative methodologies and establishes international standard operating procedures for Blue Carbon Ecosystems (BCEs), feeding directly into updates for the IPCC Wetlands Supplement and UNFCCC GHG reporting frameworks (SDG 13, SDG 14, SDG 17). BRIDGE-BS (Horizon Europe — Lead Partner): METU coordinates this landmark multi-national initiative to evaluate ecosystem services, predict climate-driven and anthropogenic multi-stressors, and establish international best practices for managing marine resilience in the Black Sea region (SDG 14, SDG 13).

ACTNOW Project (Horizon Europe — Partner Institution): METU Institute of Marine Sciences (IMS) participates in the international Horizon Europe project "ACTNOW" (Advancing understanding of Cumulative Impacts on European marine biodiversity, ecosystem functions and services for human wellbeing). METU leads the development of the ecosystem digital twin model for the Black Sea, providing decision-makers and regulators with predictive tools and best practice frameworks to halt marine biodiversity loss and evaluate cumulative climate and human impacts across European seas (SDG 14, SDG 13, SDG 17). GO SPACE Project (Horizon Europe / ERC Advanced Grant — Lead Institution, Grant Agreement No: 101122990):
METU leads the landmark ERC Advanced Grant project "GO SPACE: Goal-Oriented Networking for Space" (€2.4M, 2024–2029), headed by Prof. Dr. Elif Uysal. In strategic collaboration with international partners including the German Aerospace Center (DLR), the project reviews comparative communications architectures and develops international best practice protocols for semantic, goal-oriented networking in deep-space and satellite networks. Project outputs directly contribute to framing emerging global standards for space communications and upcoming 6G network architectures (SDG 9, SDG 17).

ARSINOE Project (Horizon 2020 / Horizon Europe — Partner Institution, Grant Agreement No: 101037424):
METU is a project partner in the multi-national Horizon 2020 initiative "ARSINOE" (Climate-Resilient Regions Through Systemic Solutions and Innovations). The project brings together European regions, researchers, and public stakeholders to review comparative regional climate vulnerabilities and co-develop systemic adaptation frameworks. METU contributes to regional climate resilience modelling and standardising cross-sectoral adaptation toolkits, directly serving global guidelines for climate action (SDG 13, SDG 14, SDG 17).

UP2030 Project (Horizon Europe — Partner Institution, Grant Agreement No: 101096405):
METU is a project partner in the international Horizon Europe initiative "UP2030" (Urban Planning and Design Ready for 2030). METU researchers collaborate with European municipalities, urban planners, and research institutions to review comparative urban planning frameworks and establish best practice toolkits for climate-neutral, resilient, and socially just cities. The project tests prototype urban interventions across 11 European pilot cities to standardize actionable guidance for the EU Climate-Neutral and Smart Cities Mission (SDG 11, SDG 13, SDG 17).

METU CLIMATE & NGO Multi-Stakeholder Engagements in 2025:
Through the METU Center for Climate Change and Sustainable Development (METU CLIMATE), METU actively collaborated with civil society organizations, environmental NGOs, and international bodies throughout 2025. At the 4th Global Sustainable Development Congress (GSDC 2025) and the METU Climate Action Plan Co-Design Workshop (June 2025), METU engaged NGO leaders and civil society in co-designing climate adaptation toolkits and campus decarbonization strategies.
UK-Türkiye Internationalisation in Higher Education Forum:
On March 4, 2025, Middle East Technical University (METU) co-organised and hosted the UK-Türkiye Internationalisation in Higher Education Forum in Ankara in strategic partnership with the British Council. Convening higher education leaders, university executives, policy-makers, and educational diplomats from across the UK and Türkiye, the forum served as an international policy dialogue to review comparative academic models, institutional governance, and cross-border partnership strategies. Key panel sessions focused on embedding sustainability into higher education leadership, developing joint degree/transnational education (TNE) frameworks, and standardising institutional capacity-building mechanisms for environmental and operational resilience. Through this platform, METU actively facilitated knowledge exchange on integrating the SDGs—particularly SDG 4 (Quality Education), SDG 13 (Climate Action), and SDG 17 (Partnerships for the Goals)—into institutional strategic plans, campus operations, and international research consortiums across both nations.
METU-GÜNAM Multi-Stakeholder & NGO Collaborations for Clean Energy:
METU’s Center for Solar Energy Research and Applications (METU-GÜNAM) collaborates with civil society organizations, agricultural unions, local farmer cooperatives, and renewable energy NGOs (such as GÜNDER and GENSED) to advance comparative research and best practices in the clean energy transition. Through initiatives like the Ayaş Agri-PV (TarımGES) project, GÜNAM engages local agricultural communities and environmental NGOs to co-design sustainable dual-land-use frameworks combining solar power with crop production. Furthermore, GÜNAM conducts stakeholder policy dialogues and capacity-building workshops to standardize clean energy practices, promote decentralized solar adoption, and inform national climate action policies (SDG 2, SDG 7, SDG 13, SDG 17).
